Fork an open branch into a new, independent branch with the same base and ordered changes.

Validation, behavior, and limits
The child copies the parent’s immutable base snapshot and complete change log, then evolves independently. Editing the child never changes the parent.
Forking is serialized against writes to the parent’s change log, so the copy is consistent.
Only open branches can be forked. Nothing in AWS changes.
